Our Story
OverseasVA was founded in 2022 by four partners who brought a different skill to the table — and a shared belief that small and mid-size US and Israeli businesses deserve the same quality of managed, accountable staffing that only large companies could usually afford.
Between us, we’ve run a call center, built a recruitment career across five countries, grown a cosmetics business, and managed the finance and legal side of companies operating across borders. We built OverseasVA to put all of it to work in one place: giving smaller companies personal attention and real oversight, while helping them save money by tapping into the Philippines’ deep pool of skilled talent.
Three of us have called the Philippines home for close to a decade. Cebu gives us direct access to a large, English-fluent, well-educated talent pool, in a country with a mature, well-established outsourcing industry — without the distance-only relationship most overseas providers offer. We’re not routing your account through a call center on the other side of the world; we live where our team works.
We hire skilled, experienced people and put every candidate through a high level of screening and filtering to match the right person to what each client actually needs. Once placed, our team members are locally managed, not left unsupervised on the other side of the world.

Chief Executive Officer — originally the owner of a cosmetics and sales business, Yosef leads OverseasVA's overall direction and growth.
Shai Elkaim
Chief Operating Officer — previously ran a call center and customer support company in the Philippines and owned agricultural business farms; now oversees day-to-day operations.
Maria Elkaim
Head of Staff Recruitment & HR — a professional HR leader and headhunter who has managed recruitment operations across Thailand, the Philippines, Cyprus, the USA, and Russia.
Meraflor Torres
Chief Financial Officer & Admin — an experienced admin and finance manager who also handles OverseasVA's legal side.
